According to ISO 9001:20154.3.5, when establishing a quality management system, the organization is required to establish a scope for the QMS. The scope establishes how the quality management system applies to the day-to-day operations of a business. It shows which parts of your business are included and affected by the quality management system and shows which parts are excluded from it. Usually, the scope includes the whole organization, however, there are certain times when certain parts of the organization are excluded from the quality management system. An example would be an organization with multiple locations that wishes to establish a quality management system but only wishes to include certain locations and not all of them.
